It certainly is a "Tip". The hallway at my student house can end up like that if none of us put them in the recycling. It's mostly takeaway leaflets that come through though but we get post for the previous tenants a lot which is annoying. I like the way that you have photographed the scene low down, on a level with the rubbish. The dull colours are great too.
